One more Japanese trend I had never heard of. Luckily there's an online guide to the "best" Maid Cafes:

Strangest concept: St. Grace's Court is a nun café where the staff offer miniature food for men dining with dolls and pray for the souls of all their guests. (Chiyoda K1 Building 1F-B1F, Kanda Sudacho 2-19-33, Chiyoda-ku, 03 5298 5947, www.st-gracecourt.com)

Alright, I will admit it, when I went on vacation to Japan in 2006, I went to one maid cafe, it was located in Akihabara and I was hungry. It was to put it honestly, creepy as fark. I had omurice which is pretty similar to a fried rice filled omelet. They drew on the top of the omelet a cat face and hearts. It was pretty crappy food, the scenery wasn't too bad, but I ate as fast as I could and got the heck out of there.

The schtick of this place was in addition to the maid outfits, they had cat ears on their head as well.

The food was pretty poor quality, and overpriced (of course).

I guess it works out for those people who are really afraid of women, as they are paid to be nice to you.

It's more a product of a high-pressure society where people are socially maladjusted because their lives revolve around work. We'll probably be in a similar position in a few decades.

Honestly, I think it's all about the personal attention -- and generally is NOT about fetishes or sex, though of course there are all sorts of cafes, and undoubtedly some are skeevy. And the author is wrong; there are butler cafes as well.

I think it's more a reaction to the cultural homogeneity -- it's a desire to feel special, to be the center of attention. And it's wrapped up in a bit of fantasy and a theme. Relentlessly polite but slightly cold service is the norm in Japan, or at least in Tokyo, and you're always politely ignoring the crush of people around you. And the sexually repressed Japanese youth are given a rare opportunity to enjoy pretty girls (or boys) in a pretty non-threatening context.

In these cafes, however, you're generally treated like wealthy royalty, waited on hand and foot, and entertained.
