Of course no charges have been filed. He wasn't attempting to pass counterfeit bills; he was offering to barter pieces of original artwork. Leave the poor guy alone.

It's not the worst scam to try to run. It'll fool the counterfeit pens because it's real money; and if the ink job is good it could work if they don't check the watermark. I wonder how many have succeeded before the press began raising awareness.

They don't generally change (the current line up has been in place since at least the 1930s).

It can be argued it is NOT counterfeiting if you are creating a banknote that does not exist. Trying to pass them off as currency warrants a "fraud by deception" charge, which is not as bad as a Federal counterfeiting charge. So maybe the guy's smarter than we think...?

I worked as a security guard at Target before college. It's HARD to counterfeit a bill. It's easy to buy things with a roll of 20s, where only the first bill is actually a 20 and the rest are ones with the digits changed.

How much attention do you expect a tired sixteen year old cashier to pay?
