It might be that the people there have a lot of anger and frustration, and some of that is boiling over to the officials, thanks to a monopoly on their food shipments.

Though the article doesn't explicitly say so, it sounds like the town's police force consists of only 2 people. Since the third one had to be flown in from the territorial capital.

Gotta love those informed comments under the article. "Three incidents [with four Mounties] since 2007? How is that Under Siege bluh bluh bluh."

It's a community of 400 people. Like, in the past 5 years, that's one Mountie shot at per 100 people. If that rate was Canada-wide, that would be almost 350,000 attempts on Mounties' lives in a half-decade. And 87,500 dead Mounties.
