I was at my place of business and was told "You need to go down on the beach NOW". So I went, only to find a crowd of about 30 people (including teenagers) watching a drunk guy vigorously masturbating.

My first thought was "Don't any of these people have a damn cell phone?"

I called 911, identified myself and reported what i was seeing. The 911 operator asked "Are you sure that's what he's doing?" and I replied "Lady, I think I know what that looks like."

When the cops arrested the guy ( a just-released-on-parole sex offender), only I and a dad with a 12-yo would agree to make a complaint.

The other 28 people just must have enjoyed the show; nobody wanted to get involved, just like TFA.

And it's rather interesting that the patrons were complaining (if you read TFA) that they had to stay there to eat while the staff did "nothing".
