If libertarians distinguishable from Republicans ever existed outside of the Cato institute, I never encountered any. And now that the Cato institute is owned and operated by the Koch brothers, I doubt they no longer exist there, either.

The "libertarians" I have encountered never objected to anything Bush did, except in token ways like complaining that he didn't abolish social security outright. Right up until the 2008 election, "libertarian" = "so far up Dubya's butt they could see daylight".

Libertarians have been around at least since 2002, probably longer. I know in 2002 the ones I knew were opposed to war in Iraq.
