Maybe if our Congress wasn't so f*cked up that they outlawed Congressional earmarks, this wouldn't have to be done by the executive branch. None of those expenditures look like wastes of money.

Earmarks are not evil. They shouldn't be abused, but they aren't evil. Bunch of friggin wankers in Congress.

The federal grant application process is fairly lengthy and in depth. I'm not sure what kind of "oversight" this guy wants, but there is a LOT of work on the front end to secure one of these highly competitive grants in the first place.

Technically, no. A non-competitive grant, i.e. "Take this $ and give it to so-and-so", would be an earmark. Grants awarded through a competitive process, where the government says "we need research in this area, we'll give grant funds to those of you with the best ideas" isn't (usually) considered an earmark. And generally federal agencies as a courtesy notify congressional members when a grant is made to a group in their district.

"Earmark" is a fuzzy term; the Administration (all Administrations, not just Obama's) consider anything put in by Congress that the President didn't ask for to be an earmark. (Except when they don't. Depends on the context and what the criteria are.) Which is kind of funny, because the Administration (all Administrations) will deliberately underfund (or not fund at all) really important programs so that they can fund other Administration priorities, knowing full well that Congress will put the $ back because everyone knows the programs are critical. The Administration (all...) gets a triple-win: they get their $ for their pet programs, the critical programs get funded, and they get to attack Congress for "earmarks". And Congress gets mad and threatens to fund the critical programs at the President's request, which of course they never do.

/why, yes, I do this for a living, why do you ask?

Brilliant. There's a reason why the plebes don't decide, line by line, which NIH grant applications they'd like to fund. Who is this farking idiot? We already have enough problems with politics screwing with the granting process (during the Bush admin, grants for epidemiological studies were denied if they mentioned prostitutes or gay men in the title).

The capricious funding from congress is bad enough. Bringing people up in academia as researchers is a very long pipeline and if someone falls out of that pipeline momentarily they NEVER come back. This leads researchers to stick to safe projects with guarantees of success so that everyone is circling around the same decimated carcass trying to find some remaining meat. This is what stifles progress on disease research, not some bullshiat about academia living in it's ivory tower.

Fark this asshole. Fark him sideways with a rusty anchor.

Lets see here: huntington's treatments, curing lymphoma, AIDs relief, research into how to make people live longer, trying to increase blood/organ donation rates, cancer prevention, health care training, terrorism response co-ordination, FAMILY PLANNING, alcoholism prevention, AIDS research.

The takeaway from all this (at least for Fox/talk radio) - hide your kids, hide your wife, Obama's aborting everyone up in here.

You would be incorrect. The Administration can request funding for noncompetitive projects just like Congress can put them in. They can also set criteria so that only one entity can qualify for the funding.

In the past Congress gave Federal departments large blocks of money to do with it as it pleased with some general guideline rules. Then came earmarks which was Congress specifically stating what the Federal departments had to do with the blocks of money. Now we have cut-back earmarks significantly Federal departments are free to make these choices on their own again. Or as this article calls them, earmarks.

Don't know, but Emory is located next to the headquarters for the CDC, and next to Yerkes, one of the larger animal testing laboratories in the country. They also have a large nursing hospital on campus and research studies with 3 local hospitals. Emory also has a very large endowment and room to grow, so they are good candidates for a lot of projects.

Yep. An "earmark" is simply a clause that states that "X amount of dollars of this budget shall be used for Y". There are also "earmarks" that say "This money should be used to buy ammunition, this money should be used to buy fighter jets, this money should be used for tanks." At some point we turned "earmark" into a bad word, when they're really pretty much what makes a budget a budget.
