If your point is that the swimming facility is not at the stadium, reread my post which says that UM Athletic Department uses (makes money from) a stadium on public land. The swim facility as well as pretty much all of (if not all) of the athletic facilities of UM are in fact on public land and the buildings are financed using tax free muni bonds.

Nope see page 4 of the annual report about debt service which pretty much shows that funds for most projects were borrowed and I could probably find the specific bond numbers to show that initial funding for Canham as well as almost all facilities (not debt service) was through muni bonds. Link
