In America, you might slip a cop a Hamilton or even a Benjamin to not do his job.

In Iran, you have to slip a bureaucrat a fistful of money just so he can afford to do his job.

In America, a crooked cop can go far unless the DA is up for re-election.

In Russia, an honest cop can go far--especially if he's dropped into a smelting vat that is making steel for truck parts.

In America, you complain about bureaucrats doing their jobs as well as they can.

In Africa, you complain, well, heck, you don't complain. There's nobody to complain to ... also nothing to complain about except some distant capital dumping fleeing refugees into your nice clean dust.

Well here's the metric they use:

The Corruption Perceptions Index ranks countries/territories based on how corrupt their public sector is perceived to be.

So if the people whom the public sector services perceive the public sector to be corrupt, chances are it IS. Whether it's as massively corrupt as certain people might feel is irrelevant.

Which is why they call it the Corrupt Perceptions Index. And let's be fair, the public's perception isn't 100% spot-on all the time, but they tend to be pretty well aware of when their public sector is regularly piking them.


Dunno, people in Greece seem to think they're as corrupt as Lesotho. And that can't be right.
