It's founded mostly on propaganda from the GOP that says Americans are incapable of using their Government to improve our quality of life.

And they say our government sucks and can't do anything positive or constructive for you and yours and the GOP proves it everyday.

which is my point - lots of people in the US have a perception of government corruption which is not founded in anything

this is a study on perceptions of corruption, not perceptions on the efficacy of government in general but yes, the fact that we have American Republicans while no other country does is what I am talking about

When we have to bribe a local official just to get on the bus, let me know.

I'm given to understand in some African nations one can't even get mail at the post office without a bribe; and the corruption of most Asian countries is almost a byword. I'm sure many Americans BELIEVE we have government corruption; but it's really that they don't understand what "corrupt" government really is.

Pretty much this.

Qatar is #19 in this list.

well I don't really think a comparison between the 1st world and 3rd is fair but yeah, that's generally my point. Many Americans BELIEVE we have a corrupt government. Does that mean it actually is more corrupt than the government of Germany or Qatar? No. 45% of Americans believe in the literal word of Genesis, does that mean we're all huge "Invisible Touch" fans? No.

American government is more honest at the bottom, but rotten to the core at the top. A clerk wouldn't dream of taking a bribe, because they could face prosecution, but the same penal laws make specific exceptions for rich people bribing lawmakers to make even more exceptions for them.

My wife and I looked into adoption from Russia for a minute, and not sure where we read it or heard it, but the info we got was that if you get into the process and go over there to bring a few thousand dollars cash. Every person you see needs bribes for the paper work and process to keep going. True or not, we didn't follow up on any the programs.

And who wants a Rushin' kid anyway...always in a hurry.

Tru dat. Setting aside the study's criteria of debt, observance of climate change and other issues du jour, the USA is remarkably free of overt corruption. Anybody who thinks this country is corrupt on the scale of almost any other large country is living a sheltered life. Sure, tiny places like Singapore, Danmark and Kiwiland can outscore us, but you could drop all three into the USA and not even see a ripple.

Corruption = Liberals not getting everything they want so they want to make Republicans look bad.

Some of the countries that outrank America reek of BS. Qatar? Ask FIFA about that. Barbados & Bahamas? Yeah, an offshore tax haven is definitely going to be clean. Switzerland? Ask the Jews what happened to their gold. Japan? Ever heard of keiretsus? Olympus?

I love how Scandinavia is always on top because the makers of the index intentionally ignore the massive black market in services so that people can dodge taxes in vain hopes that it will impress Scandinavian women to sleep with them.

/I'll buy Australia, NZ, and the Netherlands being cleaner than the US

A lot of "perception" also depends on how free the press is to report on corruption. For example, even if the U.K. and the U.S. had the same *absolute* level of corruption and the news organizations were equally persistent and incorruptible, the difference in libel laws in the two countries would result in a perception that the "libel-lenient" U.S. is more corrupt.

you can have westboro say whatever they want, that doesn't mean the U.S speech laws are better than any other country in the world

I laugh when I hear people saying that the XL Pipeline is going to drop American gas prices, when it's cyrstal clear that it'll be refined in Texas and then shipped off to to the World Market. It'll be in America for maybe a couple of days and then POOF gone. And the oil companies will count their profits.

Examples? I have one that shows the opposite, Canada's banks never were involved in the mortgage crisis before it even imploded. So how can they learn a lesson not learned by America yet?

The problem is Canada seems to be turning more corporatist, exactly the problem with America. If anything Canada is following the same mistakes as America. Not to mention still fighting the failed drug war.
