Neither. It's called being really, really stupid.


Well it's worse than that.

The wind would have to be REALLY strong to turn back bear spray on a drive-by. Because if you're driving by at 10mph, it can't just drift back towards you, you're gone. Leaving, at 10mph. The winds would have to be crazy strong to both turn the spray around AND catch up with you at 10, 20, 30 mph or whatever.

Occam's Razor here, simplest solution is probably correct. No crazy high winds. They sprayed in front of them and DROVE RIGHT THROUGH IT.
