DRTFA: So are they talking about the magnetospheric cusps or magnetic reconnection?
Either way it's something that has been going on as long as Earth has had a magnetic field. The first is an inherent property of the shape of a dipole field in the solar wind (the magnetic equivalent to a part in your hair), and the other is a inherent property of magnetic fields in general.
