It's not like the Pima County Joint Courts project didn't include an old cemetery either - it's just not as cool as an Indian Burial Ground.

/There are always more bodies than you think there are and the cemetery is always bigger than the map says.

They will have to avoid traps and collect improvised weapons on their way to the top. At the top is a Minuteman with a high-powered rifle. If they can beat him, they have earned their freedom.

Joe Kramer Arpaio. It certainly puts his entire social philosophy into perspective.

But that would also imply that Joe assures his victims that they have a chance at survival. That doesn't seem to have been the case (though only a handful of people survived Jigsaw as well).

Building government buildings on top of Indian burial grounds is the 4th cause of government waste. It's almost every other week that a courthouse or a highway or a police station is sucked into the Beyond with taxpayers footing the bill.
