Because obviously a quickly-erected fence is a big hindrance to a dog that can scale 30 farking feet of tree. (!!)

/unless it was a 35 foot fence

My ex room mate had a dog that would climb the tree next to the house . The mailman was always amused to see a dog barking at him from the roof .

Looking at the image of the tree, it looks like most of it's at less than a 45' angle, making it easy for the dog to more or less just run up.
