Even if everything he said about the incident is accurate, he messed up badly. Even a rookie should have known how badly, and for a Chief?

Should have retired immediately in exchange for not being charged criminally.

Ah, good ol' Lil' Rhody. Where corruption is just another word for how things are done. The best mayor Providence has had in recent history (really, he did a lot of good for the city) is a convicted felon. For some reason just about every car on the road has dealer plates ("My cousin Vinny saved me a trip to the RMV"). But they do have damned good clam shacks.

If it's all one-dollar bills, however, I'd be willing to listen to the argument that it's possible.

Well, since 9/11, at least there hasn't been a new caste of untouchable US citizens created who can do nearly whatever they want, whenever they want, to nearly anyone they want, and still retire young with a huge pension.

Everybody thinks that The Simpsons Mayor Quimby is based on a Kennedy. I've always thought he was more like Mayor Vincent "Buddy" Cianci.

Nah, Cianci is quite different than that character in all ways. Cianci is more like the mob boss guy, but not as discreet. He'd tell you right to your face "I'm the Mayor, I will ruin you if you don't do what I say."

Say what you will, I'll take an honest crook over a lying thief all day long.
