As an LEO, I deal with people like this all the time. There's a handful of homeless guys here who are ok fellas most of the time, but a couple of them call 911 at the same time every night with the same complaint: "difficulty breathing". Which, of course, is an automatic ALS response. So this brings a) me in my police car, b) the BLS crew from wherever they are and c) the ALS unit from 3 miles away- all lights and sirens. At the least, six people in harms way because this drunk fark wants to sleep his ETOH off in a comfortable hospital bed. And there's not a damned thing we can do about it.

I worked in an adult book store for 9 months. One day, some old guy comes in and clutches the counter and says he is having a heart attack. So I called 911, got him some water, and when the paramedics and cops got there, they ended up taking him to jail. Apparently his wife had died a few days before, and had called 911 about a dozen times cuz he was freaking out and wasn't handling his wife's death very well, and the cops were out of sympathy. Always felt bad for him...

Having worked as an ambulance dispatcher for the last five years, this story is completely unsurprising to me. We know the names of our homeless "frequent fliers" at this point and they don't even bother giving a pseudonym, armed with the knowledge that we can't tell them "no" because we might get sued for refusing. It's a pretty sad system.

Maybe we should just decide as a society that people have an absolute right to food, shelter, and medical attention. That seems like a better solution than punishing people for being poor.

i'm sorry to any homeless but 911 abuse is bullshiat. next recidivist that drops a dime, strap him to the gurney and 'accidentally' re-route him to the nearest teaching hospital. let 23 med students all pull blood samples and stick their gloves up his pooter, sumbiatch will think twice about doing the ambulance shuffle next time around. toss the truly persistent in the locked mental health ward, where they are always happy to see a new face.

Kudos to the SD for trying to set a standard. This story describes no less than 10% of EMS calls in any major city. The only reason it's newsworth is because the guy actually got charged for false report/misuse of emergency services.

Maybe it's cheaper to have fire trucks and ambulances barreling through your town every time the village drunk complains of something serious to hitch a ride to the bar near the hospital?

Bobo Not Bobo certainly should not have deceived first responders or unnecessarily called 911, but does anyone in this area (or possibly experienced EMTs) know what recourse the poor/hungry/mentally ill have when seeking out help? Let's say you're truly homeless and hungry and are in need of help but not necessarily emergency medical attention (since I'm sure folks like Krispy Kritter and Bit O Gristle would suggest the electric chair for walking into a hospital while homeless). Can these people, say, go to a fire station or police station and request help? The kneejerk answer is "find a shelter" or "there are organizations" but honestly, I'm of completely sound mind and body and i have no idea where to find said shelters or organizations without a computer or telephone.

Before I'm called a bleeding heart for not wanting people to die on the streets...I'm not excusing this man's "plan of attack".

Whereas I understand how calling 911 for a non-emergency situation might possibly draw first responders away from an actual emergency, I hope the guy got a meal and a warm bed. Desperate people are sometimes reduced to desperate measures when they can't think of any alternative. At least he didn't rob a place and wait for the cops to arrive to cart him away for ten years.

Sure, it was stupid and silly, but that reinforces my wish that we'd do a better job assisting our neighbors who need help.

To answer your question: None. These are people who would go to shelters if only they weren't full; and although many of these chronic callers know where the shelters are, it does them no good when there are 500 beds available for a population of 50,000. Shelters often prioritize who can come in (i.e. single moms with kids get priority over men), but even where they don't, it's first-come-first-served. Miss the closing time, and you're on the street till the next day. Mentally ill or incapacitated people may simply not realize what's going on and simply call whatever authority is available.

So these people either call 911 to get a free ride to a warm hospital, or piss on the sidewalk in hopes of getting arrested and spending the night in lockup. Since it's now a borderline crime in the minds of some people to be crazy or unemployed, I guess they might as well go to jail anyway.

As a 911 dispatcher, I remember the first time I ran into this situation. A homeless man (and apparently a "frequent flier") borrowed a passerby's cell phone to call for EMS. The police happened to be available and bored enough to go check this guy out before the ambulance got there. When the cops got there, the man forgot to hang up the phone and I could hear everything. First the police canceled EMS, then proceeded to yell at this guy for at least five minutes about how they were just there a couple days ago and a couple days before that and "you don't call the farking ambulance unless you're farking sick."
