Clearly the man has no clue how to handle the public safety crisis plaguing Newark. He seems to have no answers other than a scattershot approach that's really good for nothing other than convienent photo-ops. In fact, his actions could be interpreted as being firmly against the greater public well-being, suggesting that "he who helps others helps himself" is better than a well thought, comprehensive program designed to combat these safety issues at their source.
