I believe what the article is doing is conflating "talk to" with "receive orders from." A candidate is not allowed to tell a SuperPAC what they should be doing with their money. A candidate is, I believe, allowed to talk to someone who runs the SuperPAC.

They're not supposed to "coordinate" with the candidates they support. It's as nebulous as it sounds. Of course packing the PACs with former campaign staffers that already know what you want done is okey-dokey.

Clearly Rove can participate in a panel discussing how the Romney campaign should handle its media strategy. If American Crossroads just happens to follow that media strategy it's just a coincidence.

Yep. Hell, he showed that you can pretty much send your SuperPAC overt signals about what you want done with the SuperPAC and it's perfectly legal. I highly doubt there's anything illegal about this event, unfortunately.
