this is just one more feel good but do bad law. NYC seems to have become a mecca of this crap.

*shrug* Not a particularly new concept. In Clive Barker's "The Midnight Meat Train", the political establishment of NYC has people murdered and delivered to an Eldritch Abomination. In China Miéville's Perdido Street Station, the city government has a genuine demon, an ambassador from Hell, on staff. I'm sure there are sources for stuff like this going back to the ancient Romans. I'm not a Latin scholar though. (Accusing your political opponents of being in league with evil forces has been in vogue throughout much of human history, sad to say....)

Not really, everything makes perfect sense if you stop thinking of NYC as a place to live but rather a tourist attraction. All of his laws make perfect sense in say, Disneyland.
