Of the teams that haven't won it, I'm pretty sure the Lions are the closest. But let's all jump on the Cam Newton bandwagon and say Carolina.

I'm pretty sure Warren Sapp just announced he's joining the lawsuit in suing the NFL over concussions and not that he actually thinks the Browns will win a Super Bowl in our lifetime.

Here's a list of teams that have never won a Superbowl:

Atlanta Falcons
Arizona Cardinals
Buffalo Bills
Carolina Panthers
Cincinnati Bengals
Cleveland Browns
Detroit Lions
Houston Texans
Jacksonville Jaguars
Minnesota Vikings
Philadelphia Eagles
Tennessee Titans
San Diego Chargers
Seattle Seahawks

Of those, I would say the top five, in vague (didn't put too much thought into it) order of likelihood to win it all first:
1. Houston Texans
2. San Diego Chargers
3. Detroit Lions
4. Atlanta Falcons
5. Philadelphia Eagles

I was going to try to rank all of them, but after these 5 and maybe the Panthers, the teams are all pretty hopeless as it stands right now.

The Texans have a great chance of making the playoffs for the next few years, with the Colts rebuilding. The Lions, Falcons, and Eagles all have formidable opponents in their conferences (Falcons might have it a bit easier this year because of the Saints).

If I were putting money on it, I would say the Texans. Good QB, great running game, 1 amazing WR, improving defense, all combined with a fairly easy path to the playoffs for a few years. Once you're in the playoffs, you just need to be hot at the right time.

Will never happen.. doesn't need to. Rube browns fans will continue to be the ultimate homers lining up to spend their money at the same rate because " maybe next year.. " Their actual performance doesn't matter to the typical browns fan despite what they might try to tell you. They continue to pay for a shiattey product year after year despite it continuing to get even shiatteir year after year. Now that they've embraced the revolving door of qb's, an evolution from the revolving door of coaches, they are going to continue to perform worse every year. Go browns fans.

BZZZZZ. Browns returned in 1999. Modells won the Super Bowl in late January 2001 (2000 season).

Unless you are strictly speaking about paying for tickets to attend a Browns game, what are you suggesting...that they start rooting for a different, more winning franchise? If that is the case, you are the worst kind of sports fan. If that is not the case, I understand in partial, because I know some Cubs fans who have basically rejected their fandom until things turn around (not changed allegiances, mind you...just stopped caring and or spending any money on the team)
