Seattle Sounders have been around since 1974. Vancouver Whitecaps have been around since 1973. In each case, there was an established fan base that showed the team would be sustainable. That doesn't exist in Arizona yet.

As for the stadia, when the expansion team was announced in Vancouver, the intent was to play in an open-air waterfront stadium. Those plans were later put on hold. MLS commissioner Don Garber has repeatedly stated the importance of SSS.

A couple years ago DC United played Portsmouth in a friendly and it was something like 102 degrees. Plus Portsmouth's kits were lost in transit so they played in DC United's white kit. It was one of the few games DC United won that season.

Is their an ownership group interested with a plan for a SSS? MLS just doesn't throw out franchises because their might be an interest.

The same arguments were made for Miami. A team was placed there in 1998 and was contracted 4 years later. Just having a large hispanic population doesn't necessarily equate to a successful MLS franchise.
