No, it's not. It's the result of changing economics, the refusal to adapt, and most importantly, the city officials blatantly robbing the public blind for their own personal gain, again and again. What's sad is the public voted these criminals back in office repeatedly, because "they're one of us", but the fact is, the people Detroit elected didn't give a shiat about the city or it's future, all they wanted was to grab as much money as they could and spread it around to their friends.

When the city shuts down and the checks don't go out on time you don't want to be within a full tank gas of Detroit. Transnational Regressive policy has been to try to buy peace and prosperity with other people's money for years. I hope you already have a gun and ammunition; oh that's right, you're just going to reason with the under-privileged "victims" of society that you've created. Almost all of them have been looted of everything from kitchen cabinets to wiring and plumbing. So all you have left is a rotting shell with a bad foundation. Fixing them up costs far more than there worth. And in most neighborhoods, a new house wouldn't sell for the cost to build it. Of course that's if you could get one built, what with the builders and constructions site constantly under siege by robbers, looters, and corrupt officials looking for a bribe.

I say we level the old part of the city and build a new Detroit. I hear OCP is already working on the plans.

There aren't enough people left in Detroit to cause that kind of damage. Nobody in the burbs will be running,unfortunatly for the citizens of Detroit, they are the last people left standing,the suburbs of Detroit have vastly greater numbers. This isn't 1967 and the people stuck in Detroit will be the biggest victims of this mess.

You do realized that the black population of Detroit more than doubled in the 1940s? Blacks were encouraged to move to Detroit from the South to work in the various war industries.

Michigan Central Station in particular just breaks my heart. That was a world class example of beautiful public architecture.

The state should just get everyone out, wall around the place and do a whole "Escape From Detroit"
prison with the area..Concrete the Windsor Tunnel closed, move the Maritime Cathedral, take down
the International Bridge and move it outside the prison, then call it a day..I don't know what else that
can't be moved easily, re-built or is worth saving in the downtown area..Some Detroit locals probably do though.
Stage 2 is to just empty the State and Federal prisons of all lifers/Death Penalty prisoners into Detroit Prison
Put the people that were moved out to work as guards on the walls and call it a day..In the long term Michigan,
all the states and the Feds would probably save money with that..

(Weav, I follow this stuff as closely as time permits, and I'm just going to give you a brain dump. If you want sources, I can pull them, but it's late enough that I'm going to plead lazy having drink taken.)

They don't close down shop in the sense you might think. Essentially, a Michigan city can't file Chapter 9 without the governor's OK. The emergency manager is supposed to be a preliminary effort at stabilizing the city's finances, one that's run by a state-appointed trustee rather than one appointed by a federal bankruptcy court.

The manager gets far-reaching powers and is answerable to the state treasurer and the governor; federal and state courts have repeatedly upheld the basic premise. (Michigan's first emergency manager law passed in 1990 and has been used about 10 times in 22 years, by governors of both major parties.)

Right now, the city attorney and a faction of the city council are playing a game of chicken with the state for the sake of face. The state has been trying to set up a consent agreement with the city that leaves city officials with a certain amount of authority, short of appointing an emergency manager. But there's a given level of opposition to the idea of anyone outside of Detroit calling shots for Detroit; some of that is founded on recent history, some of that is the sort of self-respect you'd expect even from a community that's on its knees, economically speaking.

Interestingly enough, my cursory reading of the law is that Mayor Bing is qualified to act as the city's emergency manager, due to his years of business experience. That would cut through some of the political obstacles, but it might not be democratic (small "d" for emphasis) enough for some folks in Detroit (and here on Fark).

Detroit won't "stop running," but some paychecks may be missed, some bond payments may be skipped, and services will be cut to the barest minimum. It's going to suck hard for a long time, but if the city can get past knee-jerk responses and take the help that's being offered, it might pull through this crisis.
