I don't agree with subby's conclusion. In TFA they mention a previous theft.

If this guy didn't do it last time, he probably got caught because he was a dumbastard that happened to choose a target that was being watched.

If this guy did it last time, he's a moron for breaking into the same place twice, after the first time could have raised the alarm.

Either way, someone successfully stole from there before, so the act of stealing from there, in of itself, is not completely flawed. Repeat stealing appears to be though.

Well, 30-35lbs would be worth around $100, depending on regionally variable, daily fluctuating scrap prices, so my estimate of how much he could fit, and expect to carry any distance, in one bag of unspecified size would be about $100 worth, give or take.

/lot of variables here

Stealing from a construction site sounds pretty logical... you don't have to tear down drywall like you do at abandoned houses. As for the building being a future police station, what difference does that make? It's not like the cops are installed as they are constructing the building. No more threat of being caught than with any other construction site.
