Kidnapping and Sexual Offenders are listed under the same codes. Both must register with the locals and both end up on the websites and both are tracked and categorized under the same code. Level I, II, III classifications apply equally to either Sex/Kidnappers even if no sexual offense was committed. Most likely because generally speaking if someone kidnaps they also intend sexual offense. It's also to keep track of people in the community that have kidnapped before because they're the ones the cops are eyeballing first when someone comes up missing.
