Found out just yesterday that the old tank was removed from the property of an elderly lady I know. So, to answer a few questions above: The tank was essentially empty, having not been used in years. Probably only a negligible quantity of flammable vapor remained (not to diminish the stupidity of the effort). She said he used a jack, some "come-along" straps (tie-down straps with a ratcheting tightening mechanism), and a friend to get it in there. She tried to discourage him from this method, but he was in too big a hurry to get a trailer (the friend actually had a trailer, but it wasn't immediately available). He had traveled about 3-4 miles before he got stopped.
