From a safety perspective, I am a little concerned that it is possible to have a public building locked down such that it is impossible for someone inside to get out in the event of a fire. Are they concerned that people are going to pilfer the place and that they can't allow the panic bars to open the doors? Or was this guy just an epic world-class failure as a human?

Well, we do need to have something to keep looters and other such unsavory types out of burning public buildings. I'm thinking something obvious; something big and brightthat would severely injure people who went in. You know, like maybe, say, a fire.
