We helped a North Korean ship once in a pirate situation and got an actual sincere thanks in their news agency for it.

Piracy (including air piracy) and weather tend to be things nations cooperate about no matter what. Not always, but almost always.

That's how deeper cooperation is built. You get the common soldiers and sailors recognizing the humanity of the guy on the other side of the potential battlefield. Word gets around, and leaders on neither side can make unsubstantiated claims about the other.

Exactly. I was speaking with some members of the JDF while I was visiting Jamaica. They cooperate with the Cuban navy to rescue fishing boats in their overlapping territorial waters all the time. It's just no big thing.

If we could get the politicians to shut the fark up, the world would get along much better.
