It looks like they were looking for the address of the person filling out the form, and screwed up.

Instead of "Applicant's Address" it should say "Representative's Address."

Or just left out that line altogether, and used the "Agency's Address" as the official one.

Well, it seems like a self-correcting problem! Once they get an address, they can fill out the paperwork, and once they get an address, they are no longer homeless! Brilliant! They should implement this in San Francisco.

I have clients that are homeless. They could probably list the homeless shelter as their address, but they are not allowed to receive mail at the local homeless shelter. Which is insane. Any homeless shelter should allow you to list their address as your address and should answer the phone "hello" not "Homeless shelter, how can I help you?" and allow you to receive calls. If they don't, how the hell are their residents ever supposed to get a job?

Anyway, they can get mail at the post office. They list their address as "General Delivery, Salt Lake City, UT 84101" Apparently the post office holds the mail for a certain amount of time and you just go to the counter and ask for it. I had no idea you could do that, but apparently you can.

Cincinnati is this way. You have to have a permit to panhandle. To get the permit, you have to have a permanent address. The address cannot be a homeless shelter. The only ones really needing to panhandle are the homeless. Yet you can go into the county office as an illegal resident alien with no ID no SS #, and we will gladly give you food stamps, medical cards, and cash money every month because that is just wrong to make someone who is not even legally trying to contribute to this country feel left out. If you are a citizen, you have to prove it to get any benefits, including a permanent address. If you say homeless, they require you to declare exactly where you slept the night before. Then you have to establish a residence so that you can even begin to receive benefits. You do not get any to help you find a place to live, so good luck Hobo Joe. Welcome to Cincinnati, Ohio. We are the arseholes of the Midwest.

there are special trucks that scoop up the homeless and take them to reclamation centers where their remains are fed to alga which is turned into food for the hungry... SOYLENT GREEN IS PEOPLE!!!!???!?!??!

I'm guessing the address could simply be the nearest address to where you usually stay, or a homeless shelter. They need some kind of location just to know where you are, ie "empty lot at Franklin and Oak".

The security cell phones require the same address for the homeless. Oh and if there is another person at your address with one of those phones then you are boned.

Homeless shelters are miserable excuses, but I am thankful for the people that work them. In the Tidewater area of virginia there are no gov sponsored shelters, only church sponsored. So in order to get help, you have to listen to a sermon. And every 1-2 weeks they change which church you go to. If you try and sell your plasma they have the different shelter addresses as off limits- including the VA hospital!. It really is horrid what we the desperately poor have to go through.

Down here in florida, they don't count mental disability as being disabled for the purchase of bus tickets. So even if you are on the same low wage, they don't think you need to use the bus or that you can afford to pay full fare. Just crazy the amount of bureaucracy involved. And there is no online submission for help, only fax or mail!

When did we start using the term "hobo" again? Hobos weren't just homeless, they were migrant laborers who shared a distinct culture, with a common code of behavior and graphical language to convey messages. That's like calling a tagger an "itinerant artist".

Not as silly as it sounds.

Homeless people need some kind of a center they can report to, to receive mail and messages; they are also entitled by law to a cell phone and free minutes, though not all of them use this privilege.

Here's a better one: Homeless and wanna get a bank account? Like, maybe, you qualify for SSDI and Social Security ONLY disburses the monthly funds via direct deposit? Guess what? The banks will tell you that the Patriot Act requires that all bank account applicants furnish an exact residential street address to open a bank account. A PO box won't do. Neither will a street intersection, or a shopping center or park location. Gotta be an actual street address where you live. Oh, and if you lie and make one up, it's a felony punishable by 10 years in federal prison and a $100,000 fine...
