On a serious note, I think it's a cultural thing. When I lived in Miami, if you left anything unattended in your yard, then it was going to get stolen, 100% of the time. Why? Because those people are of the mindset that "if you leave it out, then you don't want it, so it isn't stealing, but rather like picking up a donation." I'm willing to bet that the neighbor didn't have their lawn furniture, propane tank, and grill all chained down to the patio, so it was really fair game. I hate when the US authorities get involved because they don't understand the cultures of these people.
