Because he has a LOT of dirt on folks in the Phoenix area. He is clutching every damn skeleton in the closet, and there is a LOT of money in the Phoenix area. Not just in American money, but a lot of international dollars, and Joe has enough dirt that if he goes down, he's taking a lot of folks with him.

Which is another reason for the Feds to move on him in my mind, but there will be a lot of blowback.

Well, if there's one thing Sheriff Joke knows about it's politically motivated publicity stunts.

because anyone who goes against him (judge/other cops/elected offices/anyone running against him in elections), he finds ways of digging up dirt or such I hear there are stories of him raiding judges houses who ruled against him on cases and doing the same to anyone who runs against him at election time.(this is one of the thing the feds are looking at in investigation him.
