1. Civil rights violations are a crime. A big-ass crime if you're a law enforcement officer.
2. The DoJ cannot file state criminal charges, only Federal ones, so that limits their options. For things like murder, etc., we have to wait for the state of Arizona to grow some balls.
3. RICO? They'd have to prove there was some racketeering and/or corrupt ORGANIZATION (besides the sheriff's office) going on, and that's a tough nut to make.
