My guess is that licensed masseuses that don't welcome these touches are either a) not giving a massage in the nude themselves, or b) trained on how to stop such touches at the "he touched my leg" stage and certainly at the "he touched my scrotum stage", long before the "he touched my cock and jacked off" stage. Masseuses that give nude massage and don't welcome touches almost certainly know how to stop the touch before it goes to lawsuit stage.
