What concept? Darth Maul wasn't a concept. He was makeup and fight choreography. There was no idea behind the character, there was no reasoning behind it other than, "This will look cool on camera."
Darth Maul was a waste of good fight choreography. What point did he have in the story? None. He was everything wrong with Boba Fett (a cipher fanboys can pretend they are while masturbating) without any of the redeeming qualities (a decent movie to be in).
