Maybe they do, but every time I've been in LA, and the freeways haven't been at a standstill, you basically have to do at least 15 MPH just to stay in the flow of traffic, and every cop car I've seen on the 405 just doesn't seem to care about speeders.

I drive on Iowa roads and the limit is pretty much enforced around here.

I went to Tampa last weekend; oh boy, people where doing 90-95 and there wasn't a single cop around. I was like "wts, what have I been missing?"

California Highway Patrol doesn't seem to be aware that there are speed limits. I was once going 110 down I-5 south of Sacramento, got passed by highway patrol, fell in behind him, and went 130 for the next hour or so.

We both got passed, on the right, by some guy in a sportscar (moving too fast to identify) going around 160. Highway patrol let him go (or knew they couldn't catch him?),

This does not apply near Colusa, where the speed limit becomes relevant again, for quota reasons.

Try that around San Diego and the CHP will pull you over. If they're speeding and you're following at the same speed, they can use their own speedometer as evidence without radar. State troopers on the east coast also do that.
