I have no problem with art nudes, Rubenesque or not, but that thing is hideous.

The green paint looks like it highlighted the naughty bits, not covered them up. Some one is so hung up on body parts that he/she points out the parts that annoy them. It's a bit creepy to me, fatty or not.

Placing it somewhere extremely prominent like that where the neighboring community has already said it isn't welcome seems like a massive troll.

On the other hand, he had the city's permission and vandalizing private property just isn't acceptable

And yeah, that's beyond ugly, and venturing into the stuff of really bad nightmares. Not only is it gross in proportions, but very angry and hostile looking too. I really wonder if the city actually saw this...thing...before giving permission.

Sure it is...if you did it to provoke a reaction. Many artists have already done it, and many are trying to get paid for it. Defecation wouldn't be my fav type of art, but to each his own. I prefer Rubenesque dolls
