Sigh. Even if you want to take the dimmest possible view you could, the cost of one guard is a very small price to pay for free publicity and maintaining a good public image. Both of which which are advantageous to recruiting. So, it'd actually be a extremely efficient use of tax money.


Of course, that's not why they did it. They did it because it's depressing as fark and if you're powerless to help, the least you can do is show your respects.
