That's a MAJOR operation, and the DEA does surveillance for several day MINIMUM before busting one up like that. You are correct. Mr. Chong "deserved" to be deprived of food and water for five days and to have his life endangered. The Drug Enforcement Agency engaged in no wrongdoing in nearly killing, through neglect, an individual who ultimately was never charged with any crime and thus Mr. Chong deserves no compensation for his alleged inconvenience.
