I don't go to happy hour too much anymore, but it's hardly something that I think is really "dangerous." Almost every single bar in the city has some sort of happy hour, which is no more than a dollar or 2 off beer or wine. That's the lowest level of happy hour. The specials aren't great enough to make people want to go out and get completely farked on a Tuesday night, but they're good enough to have maybe 1 extra. Hence, "happy" hour.

They actually need to ban 'bottle service'.

When 3 patrons have to spring $250-350 for a bottle of Grey Goose, dammit, they are going to finish it. Which becomes a problem when it is time to leave and half the bottle is still on the table.

Please, it's not a "war on alcohol," it's a "war on assholes."

We have a similar problem here in Pioneer Square - because of the attraction of, among other things, the sheer density of clubs and bars offering deep discounts during their happy hours, the punks and thugs gather to fight & shoot each other.

If people didn't act like assholes, this wouldn't be necessary.

If all the bars are forced to get rid of all drink specials, (and thus the price of the service/product across the board is raised) isn't that akin to price fixing?!?!

Hmmmm.

In some communities they're tried to push this as a way to curb DUI but it's New York. Is DUI that big of a problem in New York City?

Actually, unless things have changed since I left, HH actually is illegal in Indiana. My mom remembers buy 1, get 2 free drink specials after work when she was younger. The rule now (again, unless the law has changed) states that, whatever price you sell booze for, you have to sell to every customer that day. So, for example, you can say "every saturday a beer and a burger is $7," but you have to give the discount all day. You don't have to advertise it, either.

There was a HUGE upside to this.

In college towns, frats would negotiate with a liquor store to purchase X cases of beer, or booze, or whatever. The store would knock the prices down, and all you had to do was watch out for what the fratboys were carrying out of the store on Thursday, and swoop in and buy more of it at the same price. If you were a dick, you told everyone you saw coming out. We never did that.

Downside: fratboys only drink shiatty beer.

You apparently aren't familiar with bottle service.

If you want into a club and don't 'know someone' or are a hot, slutty girl you have to buy bottle service. It requires the purchase of one bottle of liquor for every 3 or 4 people in your group. The mixers are provided, but the bottles of liquor start at around $250 and go way over $500 each. When you spend that kind of money on booze, you drink the whole thing.
