Yup, exactly what I thought when I read the headline. Apparently Travis Vader has been a suspect for a while. With a cousin like Chad and a Granddad like Darth, of course he was under suspicion.

I think Tarkin acted by himself, but with full authority to do so. We don't see any other characters like Tarkin in the movies but it's implied that the Emperor trusts Tarkin as an extension of his will, probably even more than the Emperor trusts Vader. Tarkin's a mature, true believer in the Emperor's authoritarian ideology and brought enough military, political, and intellectual talent to the table that the Emperor considered him an essential partner. Vader, by comparison, is merely the Emperor's biatch, manipulated into being loyal so the Emperor can exploit his natural talent with the Force.
