nice policy to maintain land for the wildlife. as it is a long term thing they could have terminated occupancy by natural death, with the heir receiving a fair market value for the building & land. in 'x' years the properties would be empty and the folks of the area would not have been pushed from their homes & businesses.

Mock26: Vandalism of abandoned buildings is still vandalism.

I think of this more like "adoption." No one else was taking care of them in any way.
