nice policy to maintain land for the wildlife. as it is a long term thing they could have terminated occupancy by natural death, with the heir receiving a fair market value for the building & land. in 'x' years the properties would be empty and the folks of the area would not have been pushed from their homes & businesses.

If the ship is overcome, then it isn't perfectly functional, is it? That's only one of the flaws in your argument. Also, you are saying "to leave with no intention of returning".
