While in Colombia they were probably getting extra hazard pay and per diem.
Federal per diem is not that much when you travel in the USA but overseas they basically assume that you'll have all your meals at a 3 star hotel and do the math accordingly. If you get out of your hotel to eat in local restaurants you can actually save a ton of that per diem and keep the cash for whatever.

Folks this is why when you solicit prostitutes, you not only want to pay in full for all services rendered, but you should probably tip generously, regardless of the quality of service. That is if you don't want word going' around town of what you've been up to.

My bet is that SS agents have been doing this for years when on assignment in foreign countries. It's only come to light because Cheapy McThiftskate here decided to get in a fight with one of them and got caught white handed.

Back in the day, i hear people were also allowed to keep the hotel money they didn't end up using. So feds were notorious for staying in the cheapest hotels. These days you only get your actual expenses reimbursed. I think most people try to book a hotel at the actual rate.

It depends on the agency. DOD pays actuals up to the max allowed rate for lodging, but gives a flat per diem for meals and incidentals, encouraging you to stay at the best hotel you can find, but eat the hotel bananas (no pun intended) for breakfast, eat the meeting snacks for lunch and have Taco bell for dinner, at which point in DC or LA, you've just pocketed about $40/day. Since those rates are published, it doesn't matter if you're staying at a Renaissance Marriott or an Econolodge, the hotel is going to charge a government employee the going lodging rate for that locale.

I'm told some intelligence community employees get a flat per diem rate for lodging and per diem, so when they go TDY they stay in the sleaziest ratholes they can find and eat at back-alley mexican food carts for dinner (which is usually better than Taco Bell, quality wise...less cardboard, but more roadkill), pocketing upwards of $100/day.

Either way, the Government is going to pay for it, so paying actuals just doesn't save the government any money...I believe the consensus is that paying flat rates encourages the employee to save money and take home the unspent money a perk. Incidentally, the side benefit is not encouraging the image of government employees eating at Ruth Chris Steakhouse every night on the government dime.

I don't care they farked hookers. I DO care that it was in Columbia. I do care that Columbia is KNOWN for HUMAN SEX TRAFFICKING. And women who are kidnapped and forced into the sex trade. So yeah I have a huge issue not caring that they farked human slaves. That is HUGE. Everyone keeps siding with the hookers side of the story. It's just as likely that she was extorting money out of the SS agent by refusing to leave after she had been paid once, or maybe even twice.

Seems to me that taking a hooker at her word probably isn't the best way to get to the bottom of the matter.
