All fine and dandy but one correction: Mexico does not need help. Mexico is an extremely wealthy country blessed with natural resources. Some of the richest people in the world, indeed THE richest person in the world is Mexican.

Mexico is exactly the way it is because that's the way they want to be. There is no reason the average Mexican cop couldn't retire at 100k a year plus bennies like they do here. Mexicans decided it was just easier to hire private security for themselves and let Cartels rule the hinterlands. They export their problematic underclasses so they don't get restless and start demanding reform, and then make a killing on remittances being sent back that quickly flow upwards.
