THIS. My primary responsibility is protecting myself and family, and that's it. If they are not with me, I hit the deck, find cover/concealment, and ride it out. The training makes it very clear that you do not have any responsibility to come to the aid of anyone else just because you're carrying.

Now, if it's an active shooter scenario and the opportunity to take a shot presents itself, providing you have clear field of fire and sure of what is beyond, that's a decision you have to make at that time. Be very aware that there is a lawyer attached to every round you fire.

Our CHL instructor here joked at the beginning of class that although he was armed, "if someone storms in here and starts shooting, I pity you poor folks, because I'm hitting the ground and trying to become invisible!"

This bozo in the car presents another problem, and that is he is using his weapon to intimidate, and that is breaking the law, big time. At least here in TX, any time you "unconceal" your weapon, whether accidentally (wind blows your jacket open) or purposefully (you draw), you have broken the law. The only thing that will save your bacon in court is whether you have broken that law in order to prevent a larger crime from happening.
