Create a federal opt in program for sexual education, and then provide tax breaks for parents who permit sexual education for their children. The more comprehensive the educational program approved, the bigger the tax break. Incentivize the fact those students are more likely to complete high school and continue to higher education, get higher paying jobs to pay more into taxes later, less likely to require government assistance during and after pregnancy, less likely to have children who will require education and other services themselves, and less likely to require government assistance for treatment of STDs.

Why not have insurance companies handle this? We already have driving schools that (in some states) give car insurance discounts.

I've always thought of it as an STD: you get it by having unprotected sex, it often causes irreparable harm to your body, and every time you see someone else get it, you're glad it wasn't you.

The CDC handles all health concerns related to disease transmission. Sex is a vector for fungal, viral, and bacterial diseases, and pregnancy in the extremely young constitutes a health risk to both mother and child. If you're curious, the CDC also keeps tabs on people that get pregnant too old, as that carries various health risks as well. And on things like alcoholism, etc.

And, more generally, yes. Anything biological in nature that is harmful to the patient is a disease. Welcome to what the word has meant since the 1600s or so. Pregnancy in an adult that's willing to complete the pregnancy doesn't qualify, pregnancy in a minor usually does.
