I don't understand a lot of this. If he didn't pay I thought the standard procedure was for everyone but him to get a copy of the photo but for him to be photographed since he was part of the group. Why are 'permission slips' needed for a group photo anyway? It's a frickin photo. And why are the other students faces blurred in the news photo reproduction of the original? What purpose does that serve?

Obviously, they were hoping to obtain permission/payment/whatever before the picture was published. I don't know how it works these days but, when I was a kid (and rode a dinosaur to school), they took pictures at the beginning of the year and we got them 5 or 6 months later. That's a big window to work with.

We never needed permission slips when I was a kid. They took everyone's picture. The school had to keep them on file in case a kid went missing. Selling them to parents at 400% markup only came later
