These miscreants deserve to be punished to the fullest extent of the law. What did they learn other than they can behave in antisocial and irresponsible ways and they can drunkenly saunter away? What if the supertyphoon injured one of these nudniks? Dollars to donuts there would be a lawsuit. Not to mention law enforcement mssing a very teachable moment in criminal justice.
