Let's try Occam's Razor.

A. A large and diverse group of Government officials conspired to create a false-flag propaganda message from Al Qaeda, and absolutely nobody decides to back out or loses faith in the 'plan,' and they all keep the secret perfectly, and the paper trail involved in the poster's creation and distribution isn't discovered by any IT people, or janitors, or rival politicians, or reporters (whose careers would be made by discovering a plot like this), or anyone anywhere, and, for the first time in history, a plan goes off perfectly without a hitch.

B. There's a group of people out there in the world who hates America's actions and wants to frighten us.
