Nope. They are supposed to be "cultural" artifacts whose emergence, migration, mutation, and extinction can be modeled on genes. It's basically a bullcrap idea that got spread around, "memetically", and ended up recursively shoving its head up its own ass. Oddly, the only things being called memes aren't - they each die off too fast to actually affect culture, and a new thing filling in a systemic niche left empty by the death of an old thing isn't evolution or adaptation of the old thing (owling did not evolve from planking).
