Yeah, that's not "misspeaking", dude. Misspeaking is saying "n*gger" when you mean to say "negotiator". When you come out and overtly say "they are not telling the truth about what they believe", that's saying they're lying. There ain't no two ways about it.

You want to take that back, you sack up and say "You know what? That was completely out of line for me to say. I don't have any evidence that they don't believe in the budget. I'd like very much to meet with them and talk about it, and then make a more informed statement. So that's that. My bad."

Ryan's statement earns the honor of being doubly-wrong. Even if the military brass were unhappy with the budget why is it only these guys get a blank check during a recession, especially when the military budget remains bloated from the days of fighting another superpower instead of the guys we're now warring with who are operating out of caves?

His explanation makes him look like an even bigger moron (if that is possible at this point). The man who wants to cut Medicaid and Medicare almost completely down to the nub thinks the Pentagon should have a blank check when it comes to its budget. Ask and ye shall receive all the tax dollars to kill people all around the world, but we couldn't possibly spend money to keep our workforce and populace healthy - heavens, no! There's your fiscal and compassionate conservatism.

Does he imagine that their was no give and take between the executive branch and the DoD before the budget was finally hammered out to everyone's satisfaction?

Wow, he actually said that the Joint Chiefs ought to dictate their budget to the president and congress. So in apologizing for calling the generals liars, he implicitly advocates removing the most pivotal guarantee of civilian control of the military. Does he think they should be dictating their missions global deployments as well?

The Pentagon has for years been saying military spending is too high. Basically that when the time comes we don't have the cash reserve to actually pull another giant manufacturing blitz like we did in WWII. Also a number of generals are concerned over obesity and education, basically we'll lack qualified people to serve as troops.

/of course every General is quick to point out his command is needed for national security, it is those other losers who should be cut
