Right. The amount of manpower required to hurt these servers would be absolutely enormous, along with the fact that the amount of info users request from these servers normally are literally one string of numbers to an address, which means even if you were to tank the server, it would still be able to do the infentesimal amount of work normal users request.

As an attack it was a good idea in theory, but stupidly difficult to execute in practice.

Also, the message people will get is not "HERE IS WHAT YOUR GOVERNMENT COULD DO" its "HERE IS WHAT HACKER TERRORISTS COULD DO." If the DNS servers were incapacitated for a significant amount of time, it would be like an internet 9/11 (think of the medical applications that wouldn't resolve), causing another kneejerk law passing locking down more freedoms.
